Safety in Motion Picture Productions
The California Film and Television Tax Credit Program 4.0 was created through Senate Bill 132, which was approved by Governor Gavin Newsom on July 10, 2023. Section 3 of the bill adds Sections 9150 through 9161 of the California Labor Code titled “Safety in Motion Picture Productions.”
The California Film and Television Tax Credit Program 4.0 starts on July 1, 2025, and will run through June 30, 2030. The Safety in Motion Picture Productions Program requires an employer for a motion picture production that receives a tax credit under Program 4.0 to hire or assign a safety advisor for California filming activities who will perform risk assessments and complete a final safety evaluation report.
